overseen by the state to a Home Rule Government for Allegheny County, Pennsylvania (Pittsburgh, PA). In the spring of 1999, candidate Fred Baker came within a 4% voter approval for Allegheny County Councilman At Large in the first elections for Home Rule government and 1st republican majority in 63 years.  Fred devoted 18 years to South Hills Christian School as a school board president, and two terms as a Deacon of Library Baptist Church. Presently, he is Chair of the Missions Ministry Team at South Hills Bible Chapel.  A favorite board since 1987 was Caleb Project (briefly Initiative 360), a missions mobilization advocate for the least reached nations with the Gospel of Jesus Christ.  A bible student for 45 years; an adult bible class teacher for 30 years, Fred is a host for Leadership Radio, a weekly issues talk show, and has guest hosted WorldView, a nationally syndicated Sunday morning TV show about business leadership from a Christian perspective.  He has been heard on local Pittsburgh radio interview programs, The American Entrepreneur, Lead the Way, and The Jerry Bowyer Show.

  Fred attended Mississippi State University. At his campus job with the County Extension Service he developed a library reference filing system for over one million agricultural and home economics publications saving 30% of the time previously spent filling publication shipping requests from county agents. He has studied with The Strategic Coach® in Chicago since 1996 to organize and define intellectual property and work flow systems for greater value and efficiency. 

  As a certified Model-Netics Instructor with Main Event Management Corporation since 1994 Fred has taught 15 class courses to over 200 executives and managers.  Model-Netics is a comprehensive management training and development program composed of 151 management models that function as a guide for thought and action.

The Spiritual Gifts Survey indicates that knowledge, wisdom and giving are the three highest scores with teaching, apostleship, prophecy and faith, the next highest scores.  Life verses are Proverbs 30:7-9.

Born and raised in Benton, Pennsylvania, Fred has been married to Beth Christine Kocher for 41 years, and they are the parents of eight children and eleven grandchildren.  Their social and recreational time center on family, church, and business activities.  Leisure time pursuits are computer activities, photography, reading, television, skiing, golf, single track and road biking and travel.
